The United States Select Subcommittee on the Weaponization of the Federal Government released an interim report this week blowing the lid on the Federal Bureau of Investigation (FBI) for colluding with Ukraine to illegally censor Americans.
House investigators revealed that the FBI colluded with foreign agents at the Security Service of Ukraine (SBU) to pore through social media posts and target the accounts of Americans, including at least one verified U.S. State Department official and several American journalists.
The SBU, which we are told became “Russian-infiltrated,” conspired with the FBI to compile “disinformation” registries from the collected intelligence. The FBI even went so far as to hound “the relevant [social media] platform to ensure that ‘these accounts were taken down.'”
According to reports, the SBU was infiltrated by the Kremlin’s Federal Security Service (FSB), agents from which were instrumental in President Vladimir Putin’s invasion of Ukraine.
In March 2022, Ukrainian President Volodymyr Zelensky fired Ivan Bakanov, the head of the SBU’s Crimea branch, after he was accused of being a Russian double agent. Bakanov’s job was to run the entire SBU, which last year was declared to be a compromised agency.

Committee lawmakers declared in conjunction with the release of their new report that the FBI “had no legal justification for facilitating the censorship of Americans’ protected speech on social media.”
“The inclusion of American accounts on the SBU’s lists indicates that the FBI either did not properly vet the SBU’s requests or was aware of their domestic nature, and nonetheless carried them out,” they concluded, explaining that the report was based on subpoenas sent to Meta, the parent company of Facebook and Instagram, as well as to Alphabet, the corporation that oversees Google and YouTube.
The “primary liaison” between the FBI and Silicon Valley is named Elvis Chan, who is based out of the FBI’s San Francisco field office. Chan also coordinated meetings between the FBI and social media giants during both the 2020 and 2022 elections.
It was not until months after Ukraine’s security service was purged of Russian agents that it began colluding with the FBI to censor American citizens. When Russian agents were still present, in other words, there was no anti-free speech collusion taking place at the SBU.
After Russian agents were purged out of the SBU, it started colluding with the FBI to compile “massive spreadsheets” containing “thousands of accounts.” It then sent these spreadsheets to Meta so it could censor the targets on Facebook and Instagram.
The FBI also reportedly “facilitated” various SBU requests for censorship on Alphabet’s tech platforms, resulting in some Google search results and YouTube videos and accounts being removed.
“Neither the FBI nor the SBU provides an explanation as to how the U.S. State Department account was ‘involved in disinformation,'” lawmakers noted.
Collusion between the FBI and Silicon Valley ran so deeply that Meta at one point proposed establishing a “24/7 channel” for foreign agents to participate in facilitating their censorship agendas. That channel ran until at least May, after which Twitter’s Yoel Roth warned U.S. officials that the SBU was targeting American accounts.
“The full extent of the FBI’s collaboration with the SBU to censor American speech is unknown,” investigators said. “To be clear, the FBI’s participation in the SBU’s censorship enterprise was a willing and intentional choice by the FBI, involving no fewer than seven agents across the Bureau.”
